Job Description

The Manager of Utility Locating is expected to oversee the management of all aspects of an independent production department focused on providing quality, subgrade, utility locating, research, potholing, and other inspection related services. The ideal candidate will have extensive experience and knowledge of the daily workflows involved in the substructure locating industry along with an understanding of business development, team building, safety, technology, budgeting and management of project constraints.

  • Work independently under the direction of the GIS President and the Executive Team on various types of sub-grade locating projects in association with surveying or engineering projects from existing and new clients across various industries.
  • Assesses project requirements, while implementing a sound approach or application to meet the needs of the project and client. Ensures that project deliverables satisfy project requirements all while managing efforts to maximize budget constraints.
  • Enhances project quality by providing ideas and suggestions to the team aimed at improving the effectiveness of the team, and of the project activities in general.
  • Takes a leadership role in executing field procedures, safety guidelines and quality assurance by providing training and oversight to the supporting members on the team.
  • Participates in corporate initiatives to assist in meeting the company’s goals for growth, sales, profitability, quality, and safety.
  • Works directly with the Field Operations Manager to ensure field crews are prepared with the correct training, equipment and understanding of the scope of work required.
  • Assign and manage project tasks for field locating and office report preparation while providing clear direction to office and field personnel on all required tasks.
  • Work directly with the other Department Directors and Managers when their projects require tasks associated with substructure locating to ensure the project needs are met.
  • Communicate with new and existing clients regarding project parameters to ensure client satisfaction and retention including cold calling, developing leads, etc.
  • Research and develop scope and fee proposals for substructure locating as required.
  • Provide reporting to the Directors and Executive Team as requested and when issues need to be resolved or escalated.
  • Generate and develop new business along with partnerships as required.
  • Attend conventions, conferences, and trade shows providing event reports and analysis.
  • Carry out supervisory responsibilities according to GIS’s policies and applicable laws.
  • Other daily responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications And Skills

  • High school diploma and training for substructure locating.
  • 10 years of experience managing projects in the substructure locating industry.
  • Experience in public utilities and transportation industry related projects is preferred.
  • Ability to utilize computer systems as a tool to effectively complete projects including proficiency in Microsoft products such as Outlook, Word, Excel, PowerPoint, and others.
  • Must have developed the following skills: leadership, oral and written communication skills, planning, teamwork, decision making, judgment and problem solving.
  • Sufficient understanding of the substructure locating industry as it pertains to California and the national landscape.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours.
