Job Duties

Virginia Department of Transportation Northern Virginia (NoVA) District is looking for a Sr. Planning Specialist to join the VDOT’s Transportation Planning Technical team while interacting with other teams including Multimodal Planning, Programming, Mega Projects, Traffic Engineering, and Regional Coordination.

The ideal candidate is specialized in travel demand model application and validation, use of the model to develop future year forecasts, traffic growth estimation, trend analysis, and is highly familiarized with Traffic Impact Studies, corridor studies, and has strong communication skills capable of interpreting and conveying complex technical material in simple terms. This position will be the lead person for some of VDOT’s tools used for noise impact analysis (ENTRADA), evaluation of construction period travel delays (HUBCAP), and project specific air quality impact (TEEM).

The selected candidate will review traffic impact studies, verify traffic growth and trip distribution estimates using TPB’s or localities’ travel demand models, write scripts to extract specific information, conduct corridor studies, review comprehensive plans, contribute to multimodal transportation planning studies, and environmental compliance efforts. This position will be a part of VDOT’s team working on a variety of transportation planning studies including Smart Scale, Strategically Targeted Affordable Roadway Solutions Studies (STARS), and Project Pipelines among others.

The selected candidate will be tasked to model Smart Scale applications in TPB’s travel demand model and produce traffic estimations. This position requires strong familiarity with data analysis, data visualization, and provides feedback to other studies including Operational and Safety Analysis Report (OSAR), Interchange Justification Studies, Interchange Modification Studies, and planning and forecasting work needed to complete National Environmental Policy Act (NEPA) studies.

Specific Job Duties Include

  • Maintain and run travel demand models including network editing, data preparation, debugging and prepare reports.
  • Applying travel demand models using software packages including Cube and TransCAD.
  • Conduct and participate in transportation planning studies including traffic impact analysis, corridor studies, access management, interchange modification studies, etc.
  • Review and comment on RFPs, scopes of work, and technical reports for a variety of transportation planning and land development studies.
  • Gather, analyze, and visualize transportation data.
  • Apply GIS and prepare customized maps
  • Develop and use spreadsheet analyses
  • Prepare presentations and communicate effectively
  • Evaluate, develop and maintain innovative solutions for transportation planning and mobility initiatives.
  • Contribute to multimodal planning studies including bicycle and pedestrian planning, transit and park and ride planning.
  • Represent VDOT at regional planning agencies and local governments in the development of regional and sub-regional multimodal transportation plans.

Minimum Qualifications

  • Knowledge of travel demand models such as hybrid, tour-based, and activity-based models.
  • Experience in transportation planning, urban planning, traffic engineering or civil engineering.
  • Experience reflecting knowledge of project, program management principles and methods.
  • Experience applying traffic analysis techniques and use of software applications such as HCM, and Synchro.
  • Excellent communication skills including writing and speaking
  • Knowledge of federal, state and local transportation planning
  • Knowledge of new trends and technology in transportation planning such as automated vehicles, big data, etc.
  • Knowledge of land use planning and regulation
  • Ability to effectively interact with employees, citizens and government officials.
  • Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.
  • Ability to focus on goal-oriented solutions while demonstrating sensitivity to how people and organizations function.
  • Ability to utilize GIS effectively to conduct analysis and create graphic displays.

Additional Considerations

  • Experience with TPB’s Travel Demand Model for project evaluations and development of Traffic Forecasts.
  • Experience in long-range transportation planning to include transportation studies and bicycle/pedestrian planning.
  • Experience as liaison with diverse groups, e.g. government officials, special interest groups, citizens, etc.
  • Certified Planner with American Institute of Certified Planners (AICP) or Professional Engineer (PE) highly desirable.
