Job Duties

VDOT's Culpeper District is in search of a Planning Specialist for our Culpeper, VA location. The Planning Specialist position will work with staff, localities, and regional planning partners to coordinate transportation planning activities and support urban and rural planning efforts. Coordinate and implement long-range plans through a project selection/study process and development of concept plans and applications for the various funding programs and ultimate inclusion in the TIP, STIP and project development process. Conduct technical analysis using capacity tools, databases, and geospatial software that locates and identifies deficiencies allowing for the development of recommended improvements to ensure future needs are met throughout district localities. Integrate planning efforts such as corridor studies, long-range plans, traffic requests and prioritization efforts into the Pathways for Planning (P4P) and Statewide Planning System (SPS) as the platform for future technical studies and study repository. Support ongoing communication and public outreach and coordination of planning activities with local governments and regional bodies.

Minimum Qualifications

  • Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.
  • Skill in the use of computers and software applications.
  • Demonstrated ability to apply transportation planning principles and practices to a variety of complex projects.
  • Experience applying transportation planning and traffic engineering principles, practices and procedures.
  • Ability to evaluate, develop, and maintain innovative solutions for transportation planning and mobility initiatives.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Knowledge of federal, state and local transportation planning and land use regulations, procedures and policies.
  • Ability to evaluate, develop and maintain innovative solutions for transportation planning and mobility initiatives.

Additional Considerations

  • Bachelor of Science Degree in Transportation Planning, Urban Planning or related field; a combination of experience and education may substitute for degree.
  • Certified Planner with American Institute of Certified Planners (AICP).
  • Experience using planning and traffic engineering software, e.g. Geographic Information System (GIS), Highway Capacity Software, Synchro, Sidra, etc.
  • Experience in long-range transportation planning to include forecasting, transportation studies and traffic analyses.
  • Experience as liaison with diverse groups, e.g. government officials, special interest groups, etc.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
