Epsilon Systems Solutions, Inc is seeking a General Manager to lead Epsilon's SRS National City operations.


This position reports directly to the Group Senior Vice President in San Diego, CA. The General Manager (GM) is responsible for leadership and growth of Epsilon’s San Diego region ship repair, ship maintenance, and ship modernization operations. In this capacity, he/she will oversee Epsilon’s National City facility operation and effective work execution in support of contract requirements for surface ship repair, maintenance and modernization, while meeting safety, quality, schedule, technical and financial expectations. Establish and improve on existing planning and scheduling processes for executing large complex repair availabilities. In addition, the GM will be responsible for developing relationships with government and private industry customers and teaming partners that support business growth goals related to ship repair and ship modernization. The GM will use his/her experience and expertise in the industry to assign and oversee Program/Project Managers in the performance of ship modernization, maintenance and repair projects, identifying and resolving potential problems, concerns or risks found during the capture, planning and execution of projects. The GM will work closely with the SRS Senior Vice President to develop forward looking strategic, tactical, and financial plans, and will be responsible for supporting other SRS locations and efforts as appropriate. The GM will work with the local SRS QA Manager to assess existing Quality Management System processes against local needs, and modify as needed or create new processes involving scheduling, logistics, safety, purchasing, material controls, change orders and more.

Duties & Responsibilities

  • Work with group and corporate resources to develop an annual operating plan for SRS’s San Diego Division and provide oversight for tactical execution and delivery of results consistent with the plan.
  • Thoroughly research and understand the market space in which his/her division operates. Promote extensive interaction with current and potential customers through site visits, conferences, and meetings.
  • Support senior leadership to develop and execute a business development campaign designed to promote customer awareness of Epsilon and its products and services.
  • Participate in and oversee the bid and proposal (B&P) process for all proposals associated with the San Diego Division, while following the company's established proposal processes. Assist in writing and reviewing proposals supporting the entire group and other divisions.
  • Responsible for oversight and supervision of the Program and Project Managers in the execution of assigned tasks. Special emphasis is placed on frequent communication with customers and the maintenance of strong and pro-active communication channels. Promote direct interface with customers by program/project management to ensure all projects complete on schedule while meeting safety, quality, financial and technical requirements.
  • Responsible for Division financial performance to include program/project and associated indirect rates.
  • Maintain a comprehensive staffing program to ensure that all programs and business development functions are adequately staffed. Ensures adequate resources (material, capital equipment, etc.) are available for the assigned programs and product lines.
  • Provide informed make/buy decisions to determine outsourcing and subcontracting requirements to support project execution.
  • Identify and resolve obstacles (internal as well as external) to success. This includes interacting with company executives and partners as appropriate.
  • Participate in all major operations/production-related decisions.
  • Promote and sustain employee health and safety within assigned locations. Ensure compliance with all corporate, state and federal regulatory requirements.
  • Actively participate in corporate initiatives.
  • Provide supervisory oversight and mentoring of assigned Program Managers, Project Mangers, Line Managers, and staff resources.
  • Establish and maintain a succession plan for the organization, ensuring it is up to date and individuals receive the training and experience to develop.
  • Work with SRS to develop, concise, actionable metrics for all business functions.
  • Establish goals, standards and metrics for assigned Program/Project Managers.
  • Perform regular visits to production work sites at shipyards and naval base, including shipboard sites to monitor project safety, execution, shift briefs, quality, and customer satisfaction.
  • Provide weekly reports to Group senior management.
  • Must be able to obtain and maintain access to military and government installations and private shipyards.


Minimum 20 years’ experience in naval ship repair, maintenance and modernization. Minimum 10 years working in project/program management position for naval ship repair, maintenance and modernization. Demonstrated ability to successfully manage shipboard programs of complex mechanical, structural and electrical systems. Proven ability to meet schedule and budget goals on projects. Experience working with both firm fixed price and cost-plus contracting environments are considered a plus.


  • Bachelors’ Degree in a mechanical or electrical discipline from an accredited college or university preferred.
  • High School Diploma or equivalent with minimum 20 years’ of naval ship repair, maintenance and modernization experience and 10 years’ project/program management experience for naval ship repair, maintenance and modernization accepted in lieu of Bachelors’ Degree.


Demonstrated understanding of the design and production to support naval systems and components for maintenance, modernization and repair. Ability to read technical drawings, technical manuals, and other industry technical documents and interpret requirements to produce technical narratives and man-hour/materials estimates for proposals and quotes. Understanding of contract terms and conditions with particular adherence to requirements for Period of Performance, Limitation of Funding and allowable charging. Detailed knowledge of NAVSEA Standard Items. Preferred experience includes prior program management experience working projects for Regional Maintenance Centers, NAVSEA Program Offices, and/or government Surface/Submarine Warfare Centers. Must be proficient in MS Project, Excel, Word, Outlook and Power Point.

Pay Range

The pay range for this role is $145,000 to $175,000 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
