Our GIS Geospatial Section of Location & Design Division is seeking an GIS Engineering Specialist to join our team.

The selected candidate will provide technical GIS expertise to assist in supporting engineering project development and program management efforts of the Geospatial Section through working with consultants or engagement with the various Location and Design program areas in the districts and Central Office. This position will perform professional level work that is related to the development, integration, and implementation of GIS mapping and applications (desktop and mobile) in support of the GIS Geospatial program. This position will also serve as a backup to the GIS Geospatial Section Manager.

This candidate will be responsible for creating needed projects using the Esri ArcGIS suite of products for desktop and web/mobile platform (ArcGIS Pro 2.9X, ArcGIS Online, Portal, Survey123, Field maps, Web Map Builder, etc.). Working with GPS and CADD files, converting GIS data to CADD format, and vice versa using scripting languages (Python, Java Script, Java, R, Arcade, etc.). The position will be required to create and maintain geodatabases, mobile applications, web-based applications, and be involved in support of all GIS data needs for the Location and Design Division and other division as needed, statewide. Additional duties could include creating and publishing web-based map technology such as web applications, dashboards/viewers, custom tools, and mobile web services for data visualization. Analyzes, troubleshoot, and resolve geospatial applications including geodatabases, data layers, mobile/field systems, and GIS/GPS problems. Create automate processes and streamline workflows using software programming or scripting languages to extend capabilities of GIS.

Minimum Qualifications

  • Working knowledge of relational databases, database design, data integrity, and metadata documentation.
  • Working knowledge of the practices and principles of GIS data development, data management, and mapping.
  • Working knowledge of the ESRI Suite of Products.
  • Ability to work independently and help develop projects.
  • Working knowledge of GIS map design and layout, available tools, and acceptable data formats.
  • Working knowledge of Microsoft 365 (Word, Excel, PowerPoint, Access, etc.).
  • Ability to communicate effectively, orally and in writing, with internal and external customers.

Additional Considerations

  • A combination of training, experience or education in GIS, information systems, geography, computer science, environmental science or planning desired.
  • GISP certification is preferred.
  • Experience providing technical training to staff.
  • Experience in scripting with Python, JavaScript, Java, R, Arcade, ESRI Model Builder, ESRI APIs, ETL Tools, etc. with ability to push/pull data into GIS, CADD, and Microstation.
  • Demonstrated cartography skills in map making and web development.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
